Smart city – the basic principle and technological challenges

What is a Smart City?

Smart City is the integration of traditional communication technologies and the Internet of things for managing city property and services. The main goal of the Smart and Safe City is to improve the quality of life of citizens by improving the quality of their service.  Smart City involves direct power interaction with communities and with urban infrastructure. The accumulated data from citizens is processed and analyzed, and the collected information becomes the key to improving the efficiency of city management and improving service. The aim of the project is to achieve the following overall result – an increase in the quality of life of citizens and an improvement in the social climate, the development of innovative technologies, an increase in competitive advantages and the investment attractiveness of the city.

The main components of the integrated system “Safe Intelligent City”

The project involves the construction of a hierarchical integrated information system of the level “house-district (city)”. The project identifies the following five main components of the “Safe Intelligent City” integrated system:

  1. Technogenic safety.

The purpose is to ensure the protection of citizens and urban facilities, including the HGOP, from the effects of hazardous processes caused by damage and destruction of structural, thermal, water, energy systems, operational errors and unauthorized impacts.

The component includes the following subsystems at the “house” and “district” levels:

– Control and management of water supply and sewerage,

– Control and management of gas supply,

– Monitoring of mechanical deformations of objects of housing and public utilities, GIOP, social facilities,

– Fire warning,

– Control of elevator equipment.

  1. Ecological safety.

The purpose is to monitor the ecological state of the air environment and the water basin to ensure the protection of citizens and the environment from the possible negative impact of economic activity. The component includes the following subsystems at the “district” level:

– Control of movement of household waste disposal vehicles,

– Control of movement of snow removal vehicles.

  1. Transport safety.

Purpose – ensuring the protection of citizens in transport, transport infrastructure and vehicles from illegal


The component includes the following subsystems at the “district” level:

– Radio frequency identification of vehicles,

– Information support for stops, parking lots / parking lots.

  1. Public safety

Purpose – ensuring the personal security of citizens in places of residence, in local areas, in places of mass recreation, in cultural, architectural and historical sites.

The component includes the following subsystems at the “house” and “district” levels:

– Video surveillance of house and house territories,

– Intercom and identification,

– Alarm button (citizen-police officer) at social facilities,

– Control and management of access to social facilities.

  1. Energy efficiency and resource saving.

Purpose – ensuring the optimization of costs and consumption of energy resources, water resources, heat resources by social,

The component includes the following subsystems at the “house” and “district” levels:

– Control and management of house and street lighting,

– Control of consumption and supply of electricity.

Depending on the purpose of the subsystems and components, the main consumers of the results of the operation of the integrated security system are the control centers of the district administration and the city center for monitoring and decision support. At the top hierarchical level (from a technical point of view), the integrated system carries out modeling of the current situation, thereby carrying out not only monitoring functions, but also managing various

Elements of the city’s infrastructure. The transfer of information from the subsystems to the control rooms is carried out by radio-electronic means over the radio channel and through wired channels.

Safe City

The introduction of a centralized city security system can significantly reduce crime and the risk of terrorist attacks, improve coordination of law enforcement and emergency services, and prevent or reduce the consequences of major accidents. The integrated city security system is built on the basis of a single city situational center, whose functions include:

– monitoring of environmental pollution;

– monitoring of significant infrastructural, administrative, cultural facilities (SMES and SMIK)

– receiving signals from alarm buttons;

– receiving emergency calls with automatic subscriber location;

– processing of data on the detection of dangerous goods in transport;

– Data processing surveillance cameras, video analytics;

– Alert the population.

To the video surveillance system as part of an integrated urban security system, there are increased requirements. Such a system should have the following functions:

– Recognition of faces and license plates;

– Automatic detection of wanted persons and vehicles;

– Notifications about crowds of people.

World experience in the implementation of smart cities

There are only a few completed projects of a “smart city” in the world, but several hundred cities around the world are at the stage of making statements, designing, building and implementing adopted programs. According to a South Korean researcher Jung-Hoon Lee from the Yonsei University, there were 143 smart (green) cities projects of varying degrees of completion in the world as of 2012. Including in North America – 35 projects, in South America – 11, in Europe – 47, in Asia – 40, in the Middle East and Africa – 10. According to the European site “Smart Cities and Communities”, the themes of the smart city are more 800 cities. China announced its Smart city program, where development plans for more than 200 cities. According to another source, 25 so far there are only two examples in the world. “Smart cities” are Tianjin Eco City in China and Kashiva-ho-ha Smart City in Japan.
